DMECA provides scholarships to help families access professional advocacy services. These awards ensure every child can receive the guidance they need, regardless of financial constraints.

DMECA Advocacy Scholarship Program

The DMECA Advocacy Scholarship Program was established to ensure that access to educational advocacy is not determined by income, circumstance, or geography for families residing in the state of Florida.

Families navigating IEPs, Section 504 plans, school-based challenges, or educational disruptions often require professional guidance to secure appropriate supports for their children. Through this program, DMECA provides partial scholarships to assist Florida families in accessing structured advocacy services and educational support.

Scholarship awards are applied toward advocacy services provided by Debra A. Smith-Mitchell, also known as The Parent Whisperer, LLC, and are limited to services delivered within the state of Florida. Applicants must reside in Florida at the time of application and throughout the duration of service delivery.

To promote equitable access and extend support to as many families as possible, each child is eligible for one (1) scholarship award per lifetime through DMECA.

In rare and extenuating circumstances, additional support may be considered at the sole discretion of the DMECA Board of Directors. Exceptions are not guaranteed and must be supported by documented changes in educational need or hardship.

Our scholarship model is intentionally designed to expand access while maintaining sustainability. A minimum contribution is required to support the DMECA Scholarship Fund, allowing us to serve more families across Florida while ensuring responsible distribution of resources.

All applications are reviewed by the DMECA Board of Directors through a structured and confidential process. Scholarships are awarded based on demonstrated need, educational impact, and available funding. At DMECA, we believe that when families are supported, students are empowered—and outcomes change.
